MCRCF was founded in 2006 by a group of environmental enthusiastic Sri Lankan citizens who had long been active in marine & coastal environment and resources conservation. The founding members of MCRCF comprised with environmental concerned people in different disciplines including a group of professionals who previously worked for the Coastal Resources Management Project (CRMP) funded by Asian Development Bank (ADB), a Teacher, a Fisheries Cooperative Society president, a diving society president, a community worker and a independent naturalist. The MCRCF functions are being directed under the guidance of a Coastal Environment & Resources Management specialist and a Professor of Sociology. As a civil organization, the members of the MCRCF has realized and identified the importance of active participation and their involvement in marine and coastal resource management in the context of inadequate level of government involvement, development disparities and wide spread poverty and the threats imposed by current global and local challenges and shocks such as natural disasters, climatic change, food security, increasing fuel prices and coastal and marine environmental degradation in Sri Lanka.
